It applies to all clinical establishments (hospitals, nursing homes, clinics, dispensaries) offering diagnosis, treatment, or care for any disease, injury, or abnormality. Key requirements include: mandatory registration with the state Clinical Establishments Authority; compliance with minimum standards prescribed for each category of establishment; submission of annual reports regarding facilities, equipment, and outcomes; display of services and charges in a visible location; and maintenance of clinical records for prescribed periods. The Act is implemented in conjunction with state-specific rules and requires compliance with applicable accreditation standards (NABH). Facilities failing to comply face penalties including fines up to ₹5 lakhs and/or cancellation of registration.
